The Office of the General Counsel (OGC) provides legal support to the Defense Nuclear Facilities Safety Board, delivering comprehensive advice and assistance to the Board and its employees as they fulfill the agency’s critical safety mission. OGC provides expert legal interpretation, crafts rulemakings, policies, and other essential legal documents, and represents the Board in litigation or other legal proceedings as needed.
Beyond these core duties, OGC advises on the scope and application of the DNFSB’s jurisdiction, ensuring the agency operates within its statutory authority, and ensures compliance with the Government in the Sunshine Act to uphold transparency in Board proceedings. The office also plays a pivotal role in managing Freedom of Information Act (FOIA) requests, safeguarding public access to records while protecting sensitive information.
Additionally, OGC offers counsel on employment and personnel matters, acquisitions, and fiscal law, ensuring sound management of human resources, procurement, and budgetary obligations. OGC further ensures ethical integrity by providing guidance on ethics matters and oversees the alternative dispute resolution program to resolve conflicts efficiently. In collaboration with the Office of the Technical Director, it investigates and addresses safety allegations at defense nuclear facilities, reinforcing the Board’s unwavering commitment to public and worker safety.
