The Board shall be composed of five members appointed from civilian life by the President, by and with the advice and consent of the Senate, from among United States citizens who are respected experts in the field of nuclear safety with a demonstrated competence and knowledge relevant to the independent investigative and oversight functions of the Board. Not more than three members of the Board shall be of the same political party.

Functions
The Defense Nuclear Facilities Safety Board (DNFSB) is an independent agency responsible for providing independent analysis, advice, and recommendations to the Secretary of Energy to help ensure the adequate protection of public health and safety at Department of Energy defense nuclear facilities.
The Chairman serves as the chief executive officer for the DNFSB. In this capacity, the Chairman oversees the agency’s administrative, organizational, strategic planning, budgetary, and certain personnel functions. The Board, composed of five members appointed by the President with the advice and consent of the Senate, operates as a collegial body. The Board is responsible for reviewing and evaluating the content and implementation of standards relating to the design, construction, operation, and decommissioning of Department of Energy defense nuclear facilities. The Board also investigates events or practices that may adversely affect public health and safety, reviews facility designs, and makes recommendations to the Secretary of Energy.
